H.R. 3078 would require the Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response to develop a physical and cybersecurity program for pipelines and liquefied natural gas facilities. CBO estimates that enacting H.R. 3078 would not affect direct spending or revenues. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
