H.R. 7779 would bar higher education institutions that have relationships with the Confucius Institutes or Chinese entities of concern from receiving certain funds from the Department of Homeland Security (DHS). The bill would require DHS to report to the Congress 18 months after implementation. CBO estimates that enacting H.R. 7779 would not affect direct spending or revenues. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
