H.R. 3756 would authorize the Department of Homeland Security (DHS) to conduct research on mitigating the effects of climate change on homeland security. For the first four years after enactment, the bill also would require DHS to report on those activities annually to the Congress. CBO estimates that enacting H.R. 3756 would not affect direct spending or revenues. CBO estimates that implementing the bill would have an insignificant effect on spending subject to appropriation. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
