H.R. 7716 would authorize the annual appropriation of $20 million through 2027 for the Department of Housing and Urban Development to establish a working group and to award competitive grants for entities to build or increase their capacity for coordinating health care and homelessness services for people who are homeless and have substance use disorders.
CBO assumes that the bill will be enacted by the end of 2022. Based on historical spending patterns for similar activities, CBO estimates that implementing the program will cost $64 million over the 2023-2027 period and $31 million after 2027.
