H.R. 3111 would authorize the appropriation of $50 million for fiscal year 2023 for the Department of Housing and Urban Development to establish a pilot program for nonprofit organizations to provide outreach and other services, such as tutoring, to intergenerational families.
CBO assumes that the legislation will be enacted by the end of calendar year 2022. Based on the historical spending patterns of similar activities, CBO estimates implementing the program will cost $48 million over the 2023-2027 period, assuming appropriation of the authorized amounts.
The costs of the legislation, detailed in Table 1, fall within budget function 600 (income security).
