H.R. 5776 would establish the Center for Lesbian, Gay, Bisexual, Transgender, and Queer Veterans within the Department of Veterans Affairs (VA). The center would advise VA on the effects of the department’s policies and programs on LGBTQ veterans, conduct outreach to such veterans, and provide research on the needs of LGBTQ veterans. Based on resources needed for similar programs, CBO estimates that in addition to appointing the center’s director as required by the bill, VA would also need three employees to satisfy the bill’s requirements. Those employees would be paid annual salary and benefits at an average rate of $150,000 and cost $3 million over the 2022-2027 period. Such spending would be subject to the availability of appropriated funds.
