Appropriate $54 billion for the Department of Commerce and other federal agencies to implement programs to strengthen domestic industries that produce semiconductors, microchips, and telecommunication equipment;
Establish a tax credit for investments in advanced manufacturing facilities;
Permanently authorize the Department of Energy to use alternative financing for research facilities and infrastructure throughout its National Laboratories; and,
Extend the National Aeronautics and Space Administration’s authority to enter into enhanced-use lease agreements.
