H.R. 4032 would require the National Telecommunications and Information Administration (NTIA) to conduct outreach and provide technical assistance to small providers of communications networks about Open Radio Access Networks and about participating in the Wireless Supply Chain Innovation Grant Program authorized by the National Defense Authorization Act for Fiscal Year 2021. As of the date of this estimate, appropriations have not been provided for that program.
Using information from the NTIA, CBO estimates that it would cost $1 million annually and $5 million over the 2022-2026 period to implement the act’s requirements. That amount includes the cost of salaries for NTIA employees, travel, and private contractor support.
