H.R. 1596 would establish a 15-person commission to study the Department of Defense’s past policies regarding homosexuality. The commission also would assess the effects of those policies on veterans and former service members who were discharged because of their sexual orientation or gender identity. The commission would be required to issue a report to the Congress on its findings within one year of its first meeting.
