H.R. 922 would prohibit federal departments or agencies from taking any action that implies recognition of Russia’s claim of sovereignty over Crimea, its airspace, or its territorial waters. The Administration considers Crimea to be part of Ukraine and Russia’s occupation of it to be illegal; therefore, CBO estimates that enacting H.R. 922 would not affect its behavior or the federal budget.
