The Department of Veterans Affairs (VA) provides housing grants to veterans who have service-connected disabilities that involve the loss of eyesight, the loss of use of limbs, or severe burns. Veterans can use those grants to adapt their current homes (or acquire new homes with adaptations) to increase their mobility and enhance their ability to live independently. Under current law, VA is not authorized to recover overpayments made for those grants; H.R. 6018 would give the department the discretion to do so. According to VA, overpayments occur infrequently and in small amounts; thus, CBO estimates that allowing the department to recover them would decrease direct spending (the result of increased receipts) by an insignificant amount over the 2020-2030 period
