H.R. 2628 would require the Department of Veterans Affairs (VA) to establish a four-year pilot program at five of its medical facilities to provide dental care to at least 1,500 veterans who have diabetes. CBO expects that VA would select 1,500 participants for the program by the end of fiscal year 2022 and that participants would receive an initial dental examination at the time they enter the program. Using information from VA, CBO estimates that exam would cost an average cost of $220 per person and that thereafter, annual dental costs would average $2,700 per participant. As a result, CBO estimates that conducting the pilot program would cost $12 million over the 2020-2025 period; that spending would be subject to the availability of appropriations (see Table 1).
