S. 2508 would establish the Energy Jobs Council within the Department of Energy (DOE). The council would report annually to the Congress on employment data from the energy, energy efficiency, and motor vehicle sectors of the economy.
For this estimate, CBO assumes that S. 2508 will be enacted in fiscal year 2020. Using information from DOE, which produced similar reports in 2016 and 2017, CBO estimates that implementing S. 2508 would cost $7 million over the 2020-2025 period, subject to the availability of appropriated funds. That total includes $1 million annually to conduct surveys, analyze data, and prepare reports, and $400,000 annually for DOE to hire three additional full-time employees.
