H.R. 2343 would require the Department of State to report to the Congress on whether the school curriculum in Gaza and in areas controlled by the Palestinian Authority encourages intolerance or violence against other countries or ethnic groups. The department also would be required to report on:
The Palestinian Authority’s actions to reform such curriculum;
Its own efforts to encourage peace and tolerance through the school curriculum; and
The use of U.S. foreign assistance to prepare, disseminate, and reform the curriculum.
On the basis of information about the cost to prepare similar reports, CBO estimates that satisfying the bill’s reporting requirement would cost less than $500,000 over the 2020-2024 period; such spending would be subject to the availability of appropriated funds.
