H.R. 3763 would require the President to establish an interagency working group to promote U.S. representation and leadership in international organizations that set standards for mobile telecommunications systems and infrastructure. The working group would be chaired by the Secretary of State and include other federal agencies working on mobile telecommuni-cations. The bill also would require the working group to report to the Congress on its efforts under the bill, on a strategy to share security risks with U.S. allies, and on China’s activities in those international organizations.
On the basis of information about the costs of similar ongoing activities, CBO estimates that implementing the bill would cost less than $500,000 over the 2020-2024 period; such spending would be subject to the availability of appropriated funds
