H.R. 2088 would reauthorize the Energy Efficiency and Conservation Block Grant Program. The block grant program awards grants for projects that increase energy efficiency or expand access to alternative fuels.
H.R. 2088 would authorize the appropriation of $3.5 billion each year over the 2020-2024 period. That program received $2.3 billion in 2009, the most recent year in which appropriations were provided. Using information from the Department of Energy and based on the spending pattern of the previous appropriation, CBO estimates that implementing H.R. 2088 would cost $7.5 billion over the 2020-2024 period and $10.0 billion after 2024, assuming appropriation of the authorized amounts.
The costs of the legislation, detailed in Table 1, fall within budget function 270 (energy).
