H.R. 4302 would allow public housing agencies (PHAs) to disclose information about people that are homeless to the local Continuum of Care (CoC) in order to help those people access services. CoCs use appropriated funds to provide shelter and other services to people who are homeless; PHAs use appropriated funds to provide housing to low-income households. Because the bill would not significantly affect how those funds are spent, CBO estimates that implementing H.R. 4302 would not have a significant effect on spending subject to appropriation.
