S. 1004 would authorize the appropriation of about $81 million for fiscal year 2020 and about $97 million annually over the 2021-2026 period for Customs and Border Protection to hire more officers and support staff for the Office of Field Operations. Assuming appropriation of the authorized amounts, CBO estimates that implementing the bill would cost about $450 million over the 2020-2024 period and $214 million after 2024. Estimated outlays are based on historical spending patterns for this program.
