H.R. 434 would direct the National Park Service (NPS) to study the feasibility of designating a 51-mile route from Galveston to Houston in Texas as the Emancipation National Historic Trail, part of the National Historic Trail System.
Based on Congressional testimony from the NPS and the costs of conducting similar studies, CBO estimates that implementing H.R. 434 would cost less than $500,000 over three years. Any spending would be subject to the availability of appropriated funds.
