Summary

H.R. 1004 would prohibit the Department of Defense and other federal agencies from using federal funds to engage in hostilities in Venezuela unless the United States declares war or is attacked, or the Congress authorizes the use of military force.

The United States is not currently engaged in hostilities in Venezuela and has not announced any such plans. Consequently, CBO estimates that implementing the bill would have no effect on the federal budget.
