H.R. 596 would prohibit any federal department or agency from recognizing Russia’s claim to sovereignty over Crimea, but the bill would allow the President to waive that prohibition if it were in the interest of national security. The federal government considers Crimea to be part of Ukraine and Russia’s occupation of it to be illegal; therefore, CBO estimates that enacting H.R. 596 would not affect the federal budget.
