The Thomas Jefferson Building’s Main Reading Room (part of the Library of Congress) contains stained glass depictions of the seals of most U.S. states. H.R. 1318 would direct the Librarian of Congress to add a stained glass panel depicting the seal of the District of Columbia. Using information from the Architect of the Capitol, CBO estimates that implementing the legislation would cost less than $500,000; such spending would be subject to the availability of appropriated funds.
For this estimate, CBO assumes that H.R. 1318 will be enacted at the beginning of fiscal year 2020.
