S. 1643 would require the Secretary of State to assess the government of Iraq’s efforts to ensure the safety of individuals living at Camp Liberty in Iraq and report to the Congress on those efforts. CBO estimates that implementing the bill would cost less than $500,000 over the 2016-2020 period; that spending would be subject to the availability of appropriated amounts. Because enacting S. 1643 would not affect direct spending or revenues, pay-as-you-go procedures do not apply.
S. 1643 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
