H.R. 5441 would amend the federal charter for the Veterans of Foreign Wars of the United States by replacing gender specific language with terms that are gender neutral. Those changes would confer no federal benefits, nor would they impose requirements upon the federal government. Thus, CBO estimates that enacting H.R. 5441 would have no budgetary effect.
Because H.R. 5441 would not affect direct spending or revenues, pay-as-you-go procedures do not apply.
H.R. 5441 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
