Budget and Economic Outlook

CBO's Budget and Economic Outlook—usually produced in January each year and updated in August—includes projections of spending and revenues under current law over the next 10 years as well as an economic forecast for that period. CBO also typically prepares an update of its budget projections in March each year in conjunction with its analysis of the President's budgetary proposals. Those projections under current law provide the Congress with a benchmark against which to measure the effects of proposed changes in spending and tax laws.

Highlights

The fiscal transactions of the federal government are recorded in two major sets of accounts. One is The Budget of the United States Government, prepared by the Office of Management and Budget, which is the framework generally used by executive branch agencies and the Congress and typically discussed in the press. The other set of accounts is the national income and product accounts (NIPAs), produced by the Department of Commerce's Bureau of Economic Analysis.

The purposes served by the budget and the NIPA accounting frameworks, the conceptual differences, and the relationship between those two sets of data are examined briefly in this report and more thoroughly in previous publications by the Congressional Budget Office (CBO). In January, CBO reported its latest baseline projections of federal revenues and outlays in the standard structure for budget accounting. This report presents those projections in the NIPA framework.
