H.R. 5424 would requirethe Office of Advocacy of the Small Business Administration (SBA) to collect data each year from the Department of Justice and the Federal Trade Commission about how antitrust laws affect competition and antitrust violations harm small businesses. The bill also would require the SBA to report annually on those findings and recommend administrative and legislative actions to deter anticompetitive conduct.
Using information from the SBA and based on the cost of similar activities, CBO estimates that producing the annual report would cost a total of $3 million over the 2024-2029 period, mostly for the SBA. Any spending would be subject to the availability of appropriated funds.
