H.R. 7045 would direct the Forest Service to conduct a study and report to the Congress, within three years of enactment, on land in Hawaii that could be included within the National Forest System. Using information from the agency, CBO estimates that completing the required study would cost $1 million over the 2021-2025 period; such spending would be subject to the availability of appropriated funds.
