H.R. 1992 would require the Department of State to increase the frequency of its reporting to the Congress on Israel’s qualitative military edge (QME) over threats to its security and also would require a report on the cyber and asymmetric threats faced by that country. The department currently provides the QME report every four years; the bill would require that report on a biennial basis. Based on information from the department, CBO estimates that implementing those reporting requirements would have discretionary costs of less than $500,000 over the 2014-2018 period, assuming the availability of appropriated funds.
