CBO’s Plans in the Event of a Government Shutdown

If appropriated funds lapse and normal operations of the federal government are suspended, then CBO will largely shut down as well. Under those circumstances, the only CBO people who would be working would be those who were analyzing legislation being actively considered by the Congress during the shutdown or who were necessary to support that analysis. We expect that those people would represent less than 10 percent of the agency’s overall workforce. If a shutdown persists, we will regularly reconsider which employees would be needed to meet the pressing demands of the Congress.
