S. 247 would establish the Harriet Tubman National Historical Park in New York and the Harriet Tubman Underground Railroad National Historical Park in Maryland once the National Park Service (NPS) obtains sufficient property at each of the proposed sites to constitute manageable park units.
Assuming that the conditions for establishment can be met and that the necessary amounts are appropriated, CBO estimates that implementing S. 247 would cost about $12 million over the 2014-2018 period. Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.
S. 247 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments.
