H.R. 3796 would authorize the appropriation of about $69 million annually over the 2013-2017 period mostly for Department of Justice programs to assist state and local governments to manage and track sex offenders. The Congress appropriated about $20 million for fiscal year 2012 for similar activities.

Assuming appropriation of the authorized amounts, CBO estimates that implementing H.R. 3796 would cost $298 million over the 2013-2017 period. Pay-as-you-go procedures do not apply to this legislation because it would not affect direct spending or revenues.

H.R. 3796 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
