The Budget Analysis Division seeks an analyst for the Natural and Physical Resources Cost Estimate Unit.
CBO’s budget analysts work closely with key Congressional staff on the development of the federal budget. Analysts in the Natural and Physical Resources Unit cover a wide range of federal programs including: agriculture, commerce, justice, energy and the environment, the management of federal lands and natural resources, and public investments in science, telecommunications, and transportation infrastructure. The analyst will prepare multiyear spending projections of spending for specific federal programs, analyze the Administration’s budget proposals, and prepare cost estimates for legislation being considered by the U.S. Senate and House of Representatives.
The Congress relies on such analyses to prepare its annual budget plan, evaluate the President’s budgetary proposals, and measure the potential budgetary impact of policy proposals. Individual CBO analysts have wide-ranging responsibilities and often play a significant role in the legislative and budget process.
Qualifications: Applicants should have a graduate degree in public policy, public administration, economics, or a related field. This position requires a person with strong skills in quantitative methods who can accurately interpret and analyze legislative proposals and gather appropriate information to assess the cost of enacting those proposals. The analyst must have the ability to clearly explain and defend analytic results orally and in writing to colleagues, Congressional staff, Members of Congress, and the public. The Budget Analysis Division currently seeks an analyst to primarily cover education programs for its Defense, International Affairs, and Veterans’ Affairs Cost Estimates Unit. Over time, responsibilities may expand to include estimates for other veterans’ and military benefits.
The Budget Analysis Division prepares multiyear budget projections and cost estimates for pending legislation. The analyst will estimate costs for a variety of legislative proposals to provide education benefits for members of the armed services and benefits for veterans in the areas of education, housing, training, and rehabilitation. Estimates may address the cost of expanding eligibility criteria for survivor benefits, expanding education and housing benefits, and increasing benefits available to reservists who have served on active duty. The Congress relies on such analyses to prepare its annual budget plan, evaluate the President’s budgetary proposals, and develop new legislation.
CBO analysts have wide-ranging responsibilities and play a significant role in the legislative and budget process. This work requires extensive contact with agency officials, key Congressional staff, and other CBO analysts.
Qualifications: Applicants must have at least a master’s degree or equivalent experience in economics, public administration, policy analysis, or a related field with a strong economic and quantitative background. Solid quantitative skills and resourcefulness in investigating unfamiliar issues are imperative. Strong written and oral communication skills are also required, including the ability to communicate technical material to nonspecialists. Experience in analyzing public policy proposals and knowledge of defense or veterans programs is preferred. The position requires U.S. citizenship; the incumbent will be required to obtain and maintain a Top Secret security clearance.

The Tax Analysis Division is responsible for budget estimation and policy analysis of tax and revenue issues. The Tax Analysis Division is seeking candidates for an assistant analyst position to begin in the summer of 2010. Assistant analysts are involved in estimating federal revenues, analyzing tax policy issues, and providing support to other members of the revenue estimating staff. The analyst in this position has direct responsibility for the development of baseline budget estimates for certain revenue sources, for tracking revenue bills through the legislative process, for estimating the revenue effects of selected proposals, and for the maintenance of databases on revenue from all sources. The position requires extensive personal contact with other Legislative and Executive Branch staff; regular use of personal computers and software; and a facility for quantitative work – including economic modeling and budget tracking.
Qualifications: The ideal candidate will have a Bachelor's degree in economics or a related field and a strong economic and quantitative background. In addition, the position requires excellent communication and interpersonal skills, strong computer skills, the ability to work independently and meet deadlines, and an interest in the Congressional budget process. That division conducts policy analyses for the Congress that address a wide variety of defense issues, including those related to military manpower, force planning, and weapons systems, as well as subjects related to international security, veterans affairs, and the U.S. space program. The division’s studies examine current policies, develop alternatives, and assess the potential impact of those alternatives, including their effects on the federal budget.
The Assistant Director must have the ability to direct the staff of about 17, most of whom have advanced degrees, in preparing analyses of complex material covering the spectrum of technical defense issues. Key responsibilities include working with Congressional committees to identify important issues for CBO’s analysis, ensuring the preparation of high-quality studies, supervising the production of clearly written products, and developing and delivering testimony before Congressional committees.
Qualifications: The position requires a person with superior technical skills, a detailed understanding of defense policy issues, and an advanced degree in a relevant field. The successful candidate must possess outstanding leadership qualities and the ability to manage and motivate a diverse staff in a fluid and high-pressure environment. Strong quantitative and communications skills are essential, especially the ability to communicate technical material in a clear and concise manner, both orally and in writing. As well, candidates should have a solid understanding of the Congressional legislative and budget processes, and be able to build effective working relationships with staff on Capitol Hill and throughout CBO. The Macroeconomic Analysis Division is seeking to fill the management position of Chief of the Projections Unit. The Macroeconomic Analysis Division advises the Congress about the current state of the economy and financial markets and about likely economic developments, and produces the economic forecast on which the budget calculations are based. It also advises Congress about the likely macroeconomic effects of federal fiscal policy. The main responsibilities of the Projections Unit are to produce the economic forecast and to monitor and write about aspects of the economic situation. In these tasks it cooperates with other members of the Division responsible for financial questions and for estimating the impact of fiscal policy on the economy.
The successful candidate will supervise a staff of about seven, all of whom have advanced degrees in economics and experience preparing the economic forecast, preparing testimony on the economic situation, and producing clearly-written analyses of current economic issues for a Congressional audience. A key responsibility is to identify macroeconomic issues that may require attention and research and to provide leadership and direction to analysts in the research and write-up of such analysis.
Qualifications: Candidates must have at least ten years of experience in forecasting macroeconomic developments and familiarity with both model-based and judgment-based economic forecasting. A Ph.D. in economics or equivalent experience, a deep interest in contributing to the policy debate, and the ability to work well in a fluid policy environment are also necessary. The position also requires a person with outstanding leadership, research, and management skills. The successful candidate must have the ability to manage projects and to motivate and direct a strong professional staff. Projects addressing the high level and growth rate of healthcare costs are especially relevant. Current and recently completed studies include an examination of critical issues in modifying the current health insurance system, the potential impact of health information technology on system performance and cost, the impact of preventive services on health status and spending, the effect of current and past obesity on health care costs, and an international comparison of health care systems. Other health policy studies are examining the circumstances of individuals without health insurance and analyzing drug patent challenges and the timing of generic entry.
The successful candidate will contribute to the full range of the division's responsibilities. Those include preparing longer term CBO studies and shorter term memoranda and testimonies, performing detailed analyses of proposed legislation, and assessing the impact on the private sector of a variety of legislative initiatives.

Duties include security architecture, security testing, working within a security operations center, security audits based upon NIST 800-53, and significant interaction with subject matter experts.
Qualifications: Candidates should be working toward a bachelor’s or master’s degree in information technology with a strong focus on security or a related field with the ability to handle multiple simultaneous tasks and complete projects under tight deadlines. Strong communication and interpersonal skills are a must. The position also requires a person who can work independently and as a part of a team. Training or experience in some of the following is required: Packet Capture, Firewalls, Intrusion Prevention / Detection systems, Network Behavioral Analysis, Vulnerability Scanning and SIEM skill. Prior experience with network design in a structured environment is a plus.

This is a temporary position that is expected to last approximately three months between May and August. The selected candidate would be expected to work a 40 hour week, but an alternate schedule may be considered. The Web Unit seeks an intern with a strong work ethic to perform various tasks in support of CBO’s website. The successful candidate will report to the Managing Web Editor as part of a 3-person web shop. Duties are varied, and may include managing content, editing images, creating charts and graphs, ensuring that content collections are up-to-date, designing and coding pages, and completing special projects as directed.
Qualifications: Candidates should be working toward a bachelor’s or master’s degree in communications, journalism, information technology, graphic design, or a related field with the ability to handle multiple simultaneous tasks and complete projects under tight deadlines. Strong communication and interpersonal skills are a must. Some professional experience (paid or unpaid) in new media and strong writing skills are required. The position also requires a person who can work independently and as a part of a team. Training or experience in some of the following is required: Content Management Systems (e.g., Drupal, WordPress, or ExpressionEngine), ColdFusion, Java, Flash, Adobe Creative Suite, SharePoint. Knowledge of/interest in economics and current events is highly recommended.
Salary & Benefits: Salary range is $13.00 - $22.00 per hour based on academic level and related experience. This is a temporary position that is expected to last approximately three months between May and August. The selected candidate would be expected to work a 40 hour week, but an alternate schedule may be considered. Housing and relocation expenses are not provided but candidate is eligible for a local transportation subsidy.

The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. The Health and Human Resources Division is seeking labor economists with various amounts of experience who have an interest in analyzing federal programs and policies affecting labor markets and income security.
Areas of focus of the Division’s work include income sources and trends, employment, cash and in-kind assistance for low-income people, disability policies, Social Security and private pensions, education and training, and immigration. Ongoing and recently-completed projects include trends in the variability of individual earnings and household income; the concentration of unemployment among the long-term unemployed; changes in the economic resources of low-income households with children; long-term projections of Social Security revenues and outlays; and trends in the distribution of income, earnings, and wage rates.
The successful candidate will contribute to the full range of the division's responsibilities. Those include preparing longer-term CBO studies and shorter-term memoranda and testimonies, constructing and improving models that underlie CBO’s policy analyses, performing detailed analyses of proposed legislation, and assessing the impact on the private sector of a variety of legislative initiatives.
Qualifications: Applicants should have a strong quantitative background, the ability to clearly present their work orally and in writing to non-technical audiences, and a desire to work on issues of current legislative interest to the Congress. Applicants should also have a Ph.D. in economics or a related discipline. Both junior- and senior-level candidates will be considered. The Long-Term Modeling Group in the Health and Human Resources Division seeks a labor/health economist and modeler who will help integrate disability, health and health expenditures, and Social Security benefit claiming into CBO’s large-scale microsimulation model. The model provides a basis for analyzing the economic well-being of individuals across and within birth cohorts as well as projecting budget outcomes, with a special focus on Medicare, Medicaid, and Social Security. Research would encompass areas such as eligibility for, and participation in, social insurance programs; health status and health spending for different types of Medicare beneficiaries; and long-term labor force patterns. The Macroeconomic Analysis Division advises the Congress about the macroeconomic effects of federal fiscal policy, analyzes emerging developments in financial markets and the economy, and prepares CBO’s semi-annual economic forecast. In the past year, the division has analyzed a wide range of issues, including the effects of fiscal stimulus, long term implications of growth in the federal debt, policies that address problems in the mortgage and financial markets, tax policies, climate policies, and reform of the nation’s health care system. The position involves writing CBO studies about similar issues, drafting testimonies, and carrying out original economic research. CBO staff members regularly publish the results of their research in professional journals.
Qualifications: Candidates must have a Ph.D. or equivalent. Economists who have a broad range of policy interests are encouraged to apply. Special consideration will be given to candidates who have strong econometric skills and experience in analyzing and interpreting current economic developments and the impact of fiscal and monetary policy on the economy. The Health and Human Resources Division is seeking a Programmer/Analyst.
The Health and Human Resources Division provides the Congress with analyses in the areas of health, income security, employment, and education. Recently, the division has analyzed several major health reform proposals before the Congress, the effects of changes in the health insurance system on labor markets, changes in the distribution of workers’ annual earnings, the potential impact of health information technology on system performance and cost, geographic variation in health care spending, changes in the economic resources of low income households with children, and the long-term outlook for Social Security.
The successful candidate will work with senior economists on a range of specific projects. Responsibilities include: assembling databases, performing analyses using large micro-data files, modeling proposed changes in federal programs and policies, and creating and operating microsimulation models. Commonly used databases include the Current Population Survey, the Survey of Income and Program Participation, the Medical Expenditure Panel Survey, and Medicare and Medicaid claims files.
Qualifications: The position requires a person who is proficient in SAS, and experience with STATA is also desirable. Prior experience with the above-mentioned data sets would be a definite advantage. Candidates should have at least 3 years of programming experience and a strong interest in federal policies and programs related to health care, income security, and employment. They also should have at least a bachelor’s degree.

The Tax Analysis Division is seeking an economist to conduct research and analyses on a broad range of federal tax policy issues.
The Tax Analysis Division is responsible for projecting federal revenues as part of the Congressional Budget Office’s official ten-year budget "baseline" and providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax policies. Ongoing and recently completed studies by the division include analyses of the economic effects of legislation to reduce greenhouse gas emissions, tax preferences for collegiate sports, tax arbitrage and higher education, the distribution of federal taxes and household income, the income tax treatment of charitable contributions, the deductibility of state and local taxes, the incidence of corporate taxes, the payroll tax base for non-corporate businesses, and retirement saving incentives.
The position offers the opportunity to conduct empirical research, develop economic models, and write various reports including CBO studies, policy briefs, and testimonies. Staff members are encouraged to actively participate in the policy research community by presenting papers at conferences and publishing articles in professional journals.
