Since CBO does not provide estimates for classified programs, this estimate addresses only the unclassified portions of the bill. On that limited basis, and assuming appropriation of the authorized and estimated amounts, CBO estimates that implementing the unclassified provisions of the bill would cost $537 million over the 2013-2017 period.
