Today CBO released an updated report on the treatment of federal receipts and expenditures in the National Income and Product Accounts (NIPAs).The Congress, executive branch agencies, and the press generally focus on the accounting of government finances presented in the Budget of the United States Government, which is prepared by the Office of Management and Budget (OMB). |

Last week CBO released the Long-Term Budget Outlook. Under current law, the federal budget is on an unsustainable path: projected spending rises well above projected revenue, producing growing budget deficits and accumulating debt. Almost all of the projected growth in spending relative to GDP (other than interest payments on the debt) is attributable to Medicare, Medicaid, and Social Security. |

Today CBO released the Long-Term Budget Outlook. Under current law, the federal budget is on an unsustainable path—meaning that federal debt will continue to grow much faster than the economy over the long run. Although great uncertainty surrounds long-term fiscal projections, rising costs for health care and the aging of the U.S. population will cause federal spending to increase rapidly under any plausible scenario. |

CBO has updated its analysis of the policy proposals contained in the Presidents budget to incorporate details on some of the proposals that were made available with the release of the Presidents full budget proposal on May 7th. |

Yesterday, I explained how CBOs cost estimates take into account behavioral responses to proposed new federal laws, including the effects of such responses on spending for federal health care programs such as Medicare and Medicaid. In that discussion, I noted that exceptions to this practice occasionally occur because budget scorekeeping rules specify that only certain types of spending effects can be considered for Congressional budget enforcement purposes. |

CBO just released a cost estimate for the American Clean Energy and Security Act of 2009 (H.R. 2454), which was recently approved by the House Committee on Energy and Commerce. This legislation would make a number of changes in energy and environmental policies largely aimed at reducing emissions of gases that contribute to global warming. The bill would limit (or cap) the quantity of certain greenhouse gases emitted from facilities that generate electricity and from other industrial activities over the 2012-2050 period. |

The near- and long-term implications of the Modularity Initiative and the Future Combat Systems (FCS) programs, which would change how the Army is organized and equipped, are examined in a CBO studyreleased today. Also explored in thestudy are three alternatives for modernizing the Armys combat forces using modified versions of the FCS program. |
